| Sumario: | he following text analyses the importance that the Guarani Aquifer Treaty has as an instance of cooperation between States, which are the holders of this resource, for its regulation. Based on the fact that being a cross-border hydrological and strategic resource, the Aquifer lacks a speciic regulatory framework to guarantee its preservation, and that the signing of the Treaty in 2010 represents an improvement of that situation. However, the treaty only got two out of the four instruments of ratiication needed for it to become efective. his situation, leads us to asseverate that the States, exercising their capacity to enact international regulations, have signed a multilateral treaty; but, it seems like maintaining this compromise over time implies a bigger efort that is hard to achieve. |
