Sumario:Citizenship is linked to the history of the State. However, defining citizenship is not easy, because it implies a long process until the conditions are generated for it to be accepted by civil society. After years of implementing progressive instruments in pursuit of the creation of the Citizenship Statute, it was finally achieved in 2021, the year of the 30th anniversary of the signing of the Treaty of Asunción. The border cities of Argentina and Uruguay linked by the Uruguay River, which share interests and challenges, are analyzed, allowing them to integrate their respective citizens.
