Sumario:In Argentina, health laws and policies recognize adolescents as subjects of rights, among which the right to comprehensive health care is recognized. This article describes the meanings about adolescents and analyzes their implication in some characteristics of access to health care from the perspective of health workers of the state health services network, in the city of Bahía Blanca. The data are compared with existing guidelines on health policies in adolescence. Qualitative techniques were used: semi-structured guided interviews and participant observation. Antagonistic meanings are identified between health personnel and health policies regarding progressive autonomy, and among workers regarding the participation of adolescents in decision-making. The persistence of positions of guardianship over adolescents stands out despite the existence of a legal discourse guided by the law approach. The results are discussed in light of the concept of symbolic dimension of accessibility to health.
