description In this article we propose to rebuild and analyze the interlocution field regarding the lowering of age in a relation of punibility in La Plata city, between the years 2017 to 2019, with the propose to understand the discursive formations configure it. In that sense, we formulated the guiding questions from certain concerns around the relation between youth and security, in other words, how articulate and mutually configure these concepts during the communication process.To do this analysis we selected a period of time bounded for some events linked to the emergency of the topic in the local public scene. In 2017, the government build a penal youth responsibility law project, who pretend avoid the law number 22.278/80 and implement a penal youth regime for people between 14 to18 years old, this project was formally presented in 2019. In this context, the corpus of de work was built from news in digital graphic media, during this three years.

En este artículo nos proponemos reconstruir y analizar el campo de interlocución en torno a la baja de edad de punibilidad en la ciudad de La Plata, entre los años 2017 y 2019, con el propósito de comprender las formaciones discursivas que lo configuran. En tal sentido, las preguntas orientadoras se formulan a partir de ciertas inquietudes en torno la relación entre juventudes y seguridad, es decir, cómo se articulan y co-constituyen estos significantes claves en un proceso de disputas discursivas.Para este análisis se seleccionó un periodo de tiempo delimitado por algunos acontecimientos vinculados a la emergencia del tema en la escena pública local. En el año 2017, el gobierno nacional elabora un proyecto de ley de Responsabilidad Penal Juvenil que pretendía derogar la Ley 22.278/80 e implementar un régimen penal juvenil para la franja etaria entre los 14 y los 18 años, dicho proyecto fue formalmente presentado en el año 2019. En este marco, el corpus de trabajo se constituyó a partir de noticias publicadas en medios gráficos digitales, durante estos tres años.
