The retraction of the State in the provision of social welfare has intensified socio-spatial fragmentation and strengthened the logic of security based on repression and mass incarceration, especially in urban peripheries. In contrast, the text presents the concept of “Cities of Care” as an alternative to the punitive model, emphasizing citizen security, social inclusion and urban infrastructures oriented towards collective well-being. A concrete example of this approach is Recife's COMPAZ Program, which seeks to promote security by offering educational, cultural and social services in vulnerable areas. Community Peace Centers - COMPAZ - demonstrate how the presence of the State can be reformulated to reinforce community ties and reduce violence without resorting to repression. The COMPAZ experience illustrates the viability of social urban planning as a public security strategy, reaffirming the need for policies based on care and citizenship to build fairer and safer cities. El artículo analiza el impacto del neoliberalismo en la seguridad pública y en la configuración urbana de América Latina, destacando el aumento de la desigualdad y la criminalización de la pobreza. La retracción del Estado en la provisión de bienestar social ha intensificado la fragmentación socioespacial y ha fortalecido la lógica de seguridad basada en la represión y el encarcelamiento masivo, especialmente en las periferias urbanas. En contraposición, el texto presenta el concepto de ciudades del cuidado como alternativa al modelo punitivo, haciendo hincapié en la seguridad ciudadana, la inclusión social y las infraestructuras urbanas orientadas al bienestar colectivo. Un ejemplo concreto de este enfoque es el Programa COMPAZ de Recife, que busca promover la seguridad ofreciendo servicios educativos, culturales y sociales en zonas vulnerables. Los Centros Comunitarios de Paz demuestran cómo puede reformularse la presencia del Estado para reforzar los lazos comunitarios y reducir la violencia sin recurrir a la represión. La experiencia del COMPAZ ilustra la viabilidad del urbanismo social como estrategia de seguridad pública, reafirmando la necesidad de políticas basadas en el cuidado y la ciudadanía para construir ciudades más justas y seguras.
