The objective of this article is to characterize the changes in doctoral training policies at the national level since the beginning of the new century, paying particular attention to the field of Human and Social Sciences in the Technical Scientific Research Council (CONICET). The article looks at the way in which researcher training policies were developed, the tensions that arose within the organization and the changes that occurred with changes in government at the national level. The period that began in 2002 redefines the main guidelines in the Science and Technology sector at the national level, marking the beginning of a new cycle for the scientific field in the country, but particularly for the doctoral level. To do this, firstly, the state of the situation is analyzed after the political and economic crisis that Argentina suffered at the end of 2001, and secondly, the measures taken from 2002 to 2018. The empirical corpus of this article is made up of secondary statistical data and reports generated by public Science and Technology organizations (CONICET and CIC) and semi-structured interviews carried out within the framework of this research with public officials. |

El objetivo de este artículo es caracterizar los cambios en las políticas de formación de doctores en la órbita nacional desde el inicio del nuevo siglo, atendiendo particularmente al campo de las Ciencias Humanas y Sociales en el Consejo de Investigaciones Científicas Técnicas (CONICET). El artículo atiende al modo en que se desarrollaron las políticas de formación de investigadores, las tensiones que se dieron hacia adentro del organismo y los cambios que sucedieron en los distintos gobiernos a nivel nacional. El período iniciado en el 2002 redefine los principales lineamientos en el sector de Ciencia y Tecnología a nivel nacional marcando el inicio de un nuevo ciclo para el campo científico en el país, pero en particular para el nivel de doctorado. Para ello se analiza, en primer lugar, el estado de situación luego de la crisis política y económica que sufrió la Argentina a finales del año 2001 y, en segundo lugar, las medidas tomadas desde el año 2002 al 2018. El corpus empírico de este artículo está conformado por datos estadísticos secundarios e informes generados por organismos públicos de Ciencia y Tecnología (CONICET y CIC) y entrevistas semiestructuradas realizadas en el marco de esta investigación a funcionarios públicos. O objetivo deste artigo é caracterizar as mudanças nas políticas de formação de doutores em nível nacional desde o início do novo século, com especial atenção ao campo das Ciências Humanas e Sociais no Conselho Técnico-Científico de Pesquisa (CONICET). O artigo analisa a forma como foram desenvolvidas as políticas de formação de investigadores, as tensões que surgiram dentro da organização e as mudanças ocorridas com as mudanças de governo a nível nacional. O período iniciado em 2002 redefine as principais orientações do sector da Ciência e Tecnologia a nível nacional, marcando o início de um novo ciclo para a área científica no país, mas particularmente para o nível de doutoramento. Para isso, em primeiro lugar, analisa-se o estado da situação após a crise política e económica que a Argentina sofreu no final de 2001 e, em segundo lugar, as medidas tomadas de 2002 a 2018.
