The article discusses the development of science and technology in Brazil, characterized by a sharp contrast between scientific development and the evolution of technological innovation, a common situation in Latin American countries, where the vast majority of industries do not have R&D centers and do not practice open innovation. In Brazil, the challenge has been faced by the Brazilian Industrial Research and Innovation Company (EMBRAPII), a private institution conceived in 2013 and recognized as a Social Organization (OS) by the Federal Government, with which it maintains commitments through a Management Agreement, with the mission of apply official resources, sharing risks and costs in the development of companies' projects. Research groups from universities and other institutions are accredited constituting EMBRAPII Units (UEs), authorized to sign RD&I contracts with companies. There are currently 76 UEs with around 6,000 researchers, developing 1,560 projects, contracted by 1,081 companies for a total of R$ 2.14 billion applied, of which 49.1% comes from companies, 32.7% non-refundable resources from EMBRAPII and 18 .2% of the economic contribution of the EUs. The rapid evolution of the model was due to the characteristics of agility, flexibility and lack of bureaucracy, as well as the availability of highly qualified research groups in the UEs and the decision to share risks and co-financing projects. The trust and adhesion of companies are facilitated by the condition of a Social Organization whose mission is to promote the competitiveness of companies by supporting industrial innovation in Brazil. Also noteworthy is the development of projects by Brazilian companies in international cooperation with companies and agencies from several countries, opening up possibilities for joint action to be explored within the MERCOSUR space. |

El artículo discute el desarrollo de la ciencia y la tecnología en Brasil, caracterizado por un fuerte contraste entre el desarrollo científico y la evolución de la innovación tecnológica, situación común en los países de América Latina, donde la gran mayoría de las industrias no tienen centros de I+D y no implementan innovación abierta. En Brasil, el desafío lo ha enfrentado la Empresa Brasileña de Investigación e Innovación Industrial (EMBRAPII), institución privada creada en 2013 y reconocida como Organización Social (OS) por el Gobierno Federal, con la cual mantiene compromisos a través de un Acuerdo de Gestión, para la misión de aplicar recursos oficiales, compartiendo riesgos y costos en el desarrollo de los proyectos de las empresas. Participan grupos de investigación de universidades y otras instituciones constituyendo Unidades EMBRAPII (UEs), autorizadas para suscribir contratos de I+D+i con empresas. O artigo discute o desenvolvimento da ciência e tecnologia no Brasil, caracterizado por um acentuado contraste entre o desenvolvimento científico e a evolução na inovação tecnológica, situação comum nos países latino-americanos, onde a grande maioria das indústrias não possui centros de P&D e não pratica a inovação aberta. No Brasil o desafio vem sendo enfrentado pela Empresa Brasileira de Pesquisa e Inovação Industrial (EMBRAPII), instituição privada concebida em 2013 e reconhecida como Organização Social (OS) pelo Governo Federal, com o qual mantém compromissos mediante Contrato de Gestão, tendo a missão de aplicar recursos oficiais, compartilhando riscos e custos no desenvolvimento de projetos das empresas. Grupos de pesquisa de universidades e outras instituições são credenciados constituindo Unidades EMBRAPII (UEs), autorizadas a assinar contratos de PD&I com as empresas. Atualmente são 76 UEs com cerca de 6.000 pesquisadores, desenvolvendo 1.560 projetos, contratados por 1.081 empresas num total de R$ 2,14 bilhões aplicados, dos quais 49,1% provém das empresas, 32,7% recursos não reembolsáveis da EMBRAPII e 18,2% da contrapartida econômica das UEs. A rápida evolução do modelo se deu em função das características de agilidade, flexibilidade e ausência de burocracia e ainda na disponibilidade de grupos de pesquisa altamente qualificados nas UEs e na decisão de compartilhamento dos riscos e do co-financiamento dos projetos. A confiança e adesão das empresas são facilitada pela condição de Organização Social cuja missão é a promoção da competitividade das empresas pelo apoio à inovação industrial no Brasil.
