| Sumario: | This paper addresses, from the conceptual to the applied, the opportunities and challenges presented by the inclusion of Science, Technology and Innovation (STI) in the policies of subnational governments. The case of the policies implemented during the period 2016-2019 in the Ministry of Science and Technology of the province of Córdoba (MinCyT), Argentina, is analyzed. A brief overview of the trajectory of this organization is described, to then present a diagnosis of the situation prior to the period under analysis and a large part of the Strategic Management Plan (PEG) with its main scopes. In this journey, some of the concepts that contributed to the elaboration and execution of the STI management emerge, as well as the main shortcomings and barriers that the implementation of the PEG encountered, and some hypotheses are outlined on their impact. Although this case analysis focuses on an experience in one Argentine province, lessons and strategies emerge from its review that can be considered as contributions to promote the adoption and management of public STI policies at the subnational level. |
