description Through a comparative review of the career's curricular projects in the Communications Degree of the Public University in Uruguay, and from the perspective of comprehensive curricular relevance and the multiple relationships between the University and the environment, this article frames the complex fabric of University public policies in the regional context along the recent decades. The approach to the documents of the curricula, their comprehensive relevance and the relationship they establish with the professional field and the world of work is made through the analysis of higher education policies, their transformations and trends in Latin America in the 1990s and 2000s, and the contextual elements of the Uruguayan case. Aspects of the curricular projects are also reviewed as educational policy-influenced products, from prospective scenarios bearing configuration axes, analysis criteria, and models functional to those scenarios, applicable to public universities in the region at the beginning of the 21st century. By finding both a curriculum reactive to the policies of the 90s in higher education in the region, and another project in line with the University reforms at the beginning of the century, which follow a “national university” model, elements showing that the transformations and trends in educational policies in the region in recent decades in the university & society relationship are identified; said transformations and trends seem to be anchored to specific products,  such as the curricular designs of a university degree.

El artículo enmarca el complejo entramado de las políticas públicas universitarias en el contexto regional en las últimas décadas, desde la perspectiva de la pertinencia curricular integral y las múltiples relaciones entre la Universidad y el entorno, mediante la revisión comparativa de los proyectos curriculares de la carrera universitaria pública de comunicación en Uruguay. Desde enfoques de análisis sobre las políticas en Educación Superior, sus transformaciones y tendencias en América Latina en las décadas de los '90 y 2000, y elementos de contexto del caso uruguayo, se abordan los documentos de los planes de estudios, su pertinencia integral y la relación que establecen con el campo profesional y el mundo del trabajo. Se revisan además aspectos de los proyectos curriculares como productos influidos por las políticas educativas, desde escenarios prospectivos con ejes de configuración, criterios de análisis y modelos funcionales a esos escenarios para las universidades públicas de la región en el inicio del siglo XXI. A partir de encontrar un curriculum reactivo a las políticas de los '90 en la Educación Superior en la región y otro proyecto alineado a las reformas universitarias de inicio del siglo con un modelo de “Universidad nacional”, se identifican elementos que muestran que las transformaciones y tendencias de las políticas educativas en la región en las últimas décadas en la relación Universidad y sociedad, parecen anclarse en productos específicos como son los diseños curriculares de una carrera universitaria. O artigo enquadra o complexo tecido das políticas universitárias no contexto regional nas últimas décadas desde a perspectiva da relevância curricular integral e as múltiplas relações entre universidade e entorno, por meio da revisão comparativa dos projetos curriculares do curso universitário público de comunicação no Uruguai. Desde perspectivas de análise sobre as políticas na educação superior, suas transformações e tendências na América Latina nas décadas de 90 e 2000, e elementos contextuais do caso uruguaio, abordam-se os documentos dos planos de estudo, sua relevância integral e a relação estabelecida com o campo profissional e o mundo do trabalho. São revisadas, também, faces dos projetos curriculares como produtos influenciados pelas políticas educacionais, desde cenários prospectivos com eixos de configuração, critérios de análise e modelos funcionais a esses cenários para as universidades públicas da região no início do século 21. Havendo encontrado um currículo reagente às políticas dos anos 90 na educação superior na região e um outro projeto alinhado às reformas universitárias do início do século com um modelo de “universidade nacional”, são identificados elementos que mostram como as transformações e tendências das políticas educativas na região, nas últimas décadas em relação a Universidade & sociedade, parecem ancorar-se em produtos específicos como os desenhos curriculares de um curso universitário.
