The purpose of this article is to analyze the contrast between the professional MERCOSUR project with the different obstacles and risks that political changes in the differents members states of the bloc imply for this sector. The complexity of the integration of the regional professional space is subject to and permeated by the various political swings that, added to the unilateral nature of the public policies of the various member states, far from encouraging integration, can cause irreversible damage in the professional spaces of other countries in the block. The strongly presidential nature of the MERCOSUR States, reinforced by the great existing economic and territorial asymmetries, tend to reinforce poorly articulated integration logics that tend to present strong risks for the inequalities existing in many of these countries. Based on the analysis of primary and secondary sources, such as in-depth interviews with officials, former officials, diplomats and representatives of professional organizations, and documentary sources, based on the Argentine case, we seek to account for the complexity and tensions that the convergence of professional spaces in MERCOSUR. |

El propósito de este artículo es analizar la contraposición existente entre el proyecto del MERCOSUR profesional con los diferentes obstáculos y riesgos que implican los cambios políticos en los diferentes estados miembros del bloque para este sector. La complejidad de la integración del espacio profesional regional se encuentra supeditada y permeada por los diversos vaivenes políticos que, sumados al carácter unilateral de las políticas públicas de los diversos estados miembros, lejos de incentivar la integración, pueden provocar daños irreversibles en los espacios profesionales de otros países del bloque. El carácter fuertemente presidencialista de los estados del MERCOSUR, reforzado por las grandes asimetrías económicas y territoriales existentes, tienden a reforzar lógicas de integración poco articuladas que suelen presentar fuertes riesgos para las desigualdades existentes en buena parte de estos países. A partir del análisis de fuentes primarias y secundarias, como entrevistas en profundidad con funcionarios, exfuncionarios, diplomáticos, representantes de organismos profesionales y fuentes documentales, basándonos en el caso argentino, buscamos dar cuenta de la complejidad y tensiones que atraviesan la convergencia de los espacios profesionales en el MERCOSUR. O objetivo deste artigo é analisar o contraste entre o projeto profissional do MERCOSUL e os diferentes obstáculos e riscos que as mudanças políticas nos diferentes Estados membros do bloco implicam para esse setor. A complexidade da integração do espaço profissional regional está sujeita e permeada pelas diversas oscilações políticas que, somadas à natureza unilateral das políticas públicas dos vários Estados membros, longe de incentivar a integração, podem causar danos irreversíveis nos espaços profissionais da outros países do bloco. A natureza fortemente presidencial dos Estados do MERCOSUL, reforçada pelas grandes assimetrias econômicas e territoriais existentes, tende a reforçar lógicas de integração pouco articuladas que tendem a apresentar fortes riscos para as desigualdades existentes em muitos desses países. Com base na análise de fontes primárias e secundárias, como entrevistas em profundidade com funcionários, ex-funcionários, diplomatas e representantes de organizações profissionais e fontes documentais, baseadas no caso argentino, procuramos explicar a complexidade e as tensões que a convergência de espaços profissionais no MERCOSUL.
