description In Argentina, with the advance of neoliberalism since the 1970s, urban and rural spaces have been subject to a range of modifications that intensify over time. As it happened in Latin America, Argentina witnessed the creation and expansion of gated communities driven by state reforms in economic, political, social, and territorial matters. In Mar Chiquita, a district in the Buenos Aires province of Argentina, these types of gated communities have also been installed, especially from the early 21st century onwards, coinciding with improvements in the district's coastal corridor infrastructure. However, this phenomenon is not devoid of territorial disputes, where disparate interests jeopardize, for example, protected areas, as is the case with the intentions of economic agents seeking to advance a private neighborhood on a Reserve. Faced with this multifaceted problem, the objective is to analyze the territory management stemming from the construction of a gated community in the Mar Chiquita district on a Biosphere Reserve, considering the territorial conflicts that unfolded between 2011 and 2021. The methodological approach is qualitative, based on literature review, legal instruments, direct observation, and interviews with qualified informants. The results highlight the role of real estate capital in territorial management, as well as the mechanisms and strategies employed by civil society to confront impositions legitimized by the State.

En Argentina con el avance del neoliberalismo, a partir de la década de los 70, los espacios urbanos y rurales han sido atravesados por un abanico de modificaciones que se intensifican con el pasar del tiempo. Como en gran parte de América Latina, en Argentina comenzó la creación y expansión de urbanizaciones cerradas impulsadas por las reformas estatales en materia económica, política, social y territorial. En el partido de Mar Chiquita, provincia de Buenos Aires, Argentina, también se han instalado este tipo de urbanizaciones, especialmente a partir de la primera década del siglo XXI en coincidencia con mejoras en la infraestructura vial del corredor costero del distrito. Este fenómeno no está exento de disputas territoriales, donde intereses dispares ponen en jaque por ejemplo áreas protegidas, tal como sucede con las pretensiones de agentes económicos que pretenden avanzar con un barrio privado sobre una Reserva. Frente a este problema de múltiples aristas, se propone como objetivo analizar la gestión del territorio a partir de la construcción de una urbanización cerrada en el partido de Mar Chiquita sobre una Reserva Mundial de Biósfera considerando los conflictos territoriales desencadenados entre 2011 y 2021. El abordaje metodológico es de naturaleza cualitativa, basado en la revisión de bibliografía, instrumentos legales, observación directa y entrevistas a informantes calificados. Los resultados evidencian el rol capital inmobiliario en cuanto a la gestión del territorio como también los mecanismos y estrategias puestos en juego por parte de la sociedad civil para enfrentar las imposiciones legitimadas por el Estado. Na Argentina, com o avanço do neoliberalismo, a partir da década de 1970, os espaços urbanos e rurais foram atravessados ​​por uma série de modificações que se intensificam com o passar do tempo. Tal como em grande parte da América Latina, na Argentina começou a criação e expansão de condomínios fechados, impulsionada por reformas estatais em questões económicas, políticas, sociais e territoriais. No distrito de Mar Chiquita, província de Buenos Aires, Argentina, este tipo de urbanização também se instalou, principalmente a partir da primeira década do século XXI, coincidindo com melhorias na infraestrutura viária do corredor costeiro do distrito. Este fenómeno não está isento de disputas territoriais, onde interesses díspares colocam em cheque as áreas protegidas, por exemplo, como acontece com as reivindicações dos agentes económicos que pretendem avançar com um bairro privado numa Reserva. Diante deste problema multifacetado, objetiva-se analisar a gestão do território a partir da construção de um condomínio fechado no bairro Mar Chiquita sobre uma Reserva Mundial da Biosfera, considerando os conflitos territoriais desencadeados entre 2011 e 2021. A abordagem Metodológica é de natureza qualitativa, baseada na revisão de bibliografia, instrumentos legais, observação direta e entrevistas com informantes qualificados. Os resultados mostram o papel do capital imobiliário na gestão territorial, bem como os mecanismos e estratégias postas em prática pela sociedade civil para enfrentar as imposições legitimadas pelo Estado.
