Sumario:The article addresses the implementation of public security policies in diverse social contexts from an ethnographic perspective. Specifically, it examines the sociopolitical processes involved in two popular sectors of the city of Córdoba, Argentina, and the experiences of participation in a network that brings together residents, officials, experts, and police within the framework of so-called "Neighborhood Councils." These spaces were established as part of the integral Córdoba Encounters Plan (2016), setting themselves apart from previous security approaches by adopting a "comprehensive preventive" focus and a Quadrant System that classifies neighborhoods according to their "level of vulnerability." The cases analyzed correspond to councils located, according to this system, in red quadrants with a high vulnerability index and "urgent needs." While they have different histories of formation and urbanization, they share a series of interesting definitions regarding "insecurity" and policy, useful for examining contemporary local processes.
