The methodology used obeys a feasible project based on a field study. In general terms, the organizational diagnosis and the mode of housing management provided by the nine Municipal Housing Institutions in Lara, reveal institutional weaknesses and challenges that confirm the need to provide them with adequate administrative guidance in order to increase efficiency and the impact of their actions in a dynamic and changing context.
