Sumario:Public procurement systems hold a special relevance, for promoting efficient spending as well as for the interest of preserving institutional values such as transparency, public participation and prevention of corruption. This paper aims to be a non-exhaustive compilation of best practices of international evidence, so that they serve an introspective analysis between public organizations that handle the subject, about its management of procurement and contracts, in an effort to mobilize adequate incentives for the achievement of such valuable goals. Based on these diagnoses, some policy recommendations, subject to actual opportunities of adaptation in Argentina, for a short planning horizon, as for medium and long term are provided. Thus, it seeks to contribute to the formation of a comprehensive strategy to achieve superior quality standards and transparency in the management of such transcendental aspect.
