description In 2013, a debate began at the international level that focused on the attention of two Caribbean countries: Haiti and Dominican Republic. This dispute originated within the framework of Sentence 168/13, in which it was intended to deprive Dominican citizens of those persons who had been registered in an irregular manner, with special reference to those of Haitian origin (Sentence No. 168/13, Dominican Republic, 2013). Although in recent decades the government of the Dominican Republic has implemented a series of restrictive measures against Dominican descendants of Haitian immigrants, they are part of a more complex historical framework that carries its consequences to the present day. The implementation of Dominican anti-haitian state policies anchors their origins in the same formation of the National States, whereas the decade of the 90's and the new millennium in the Dominican Republic were the scene of a process of reconfiguration of that antihaitianism like state politics giving new ways of addressing Haiti's “issue”. This paper reflects on some of the most relevant historical processes in both countries, which help to understand the Dominican anti-haitian state building. It also attempts to specify the main political responses the Dominican Republic drew up in relation to the Haitian presence, from the colonial period to the neoliberal opening in the late 1980s.

En el año 2013 se dio inicio un debate a nivel internacional que puso el foco de atención en dos países caribeños: Haití y República Dominicana. Esta disputa se originó en el marco de la Sentencia 168/13, mediante la cual se pretendió despojar de la nacionalidad dominicana a aquellas personas que hubieran sido inscritos de manera irregular, apuntando especialmente a aquellas de origen haitiano (Sentencia N° 168/13, República Dominicana, 2013) . Si bien en los últimos decenios el gobierno de República Dominicana ha venido implementado una serie de medidas restrictivas frente a los/as dominicanos/as descendientes de inmigrantes haitianos/as, éstas forman parte de un entramado histórico más complejo que arrastra sus consecuencias hasta la actualidad. La puesta en práctica de políticas estatales antihaitianas ancla sus orígenes en la misma formación de los Estados Nacionales, mientras que la década de los 90’ y el nuevo milenio en República Dominicana fueron escenario de un proceso de reconfiguración de aquel antihaitianismo, evidenciándose nuevas formas estatales de abordar la “problemática” haitiana. Este escrito reflexiona en torno a algunos de los procesos históricos más relevantes en ambos países, que ayudan a comprender la construcción antihaitianismo estatal dominicano. También intenta especificar las principales respuestas políticas que elaboró República Dominicana en relación a la presencia haitiana, desde el período colonial hasta la apertura neoliberal a finales de la década del 80’.  Facultad de Filosofía y Humanidades.
