The broad concept of “social welfare” included different areas of public policy which began to guide the intervention based on the concepts of “commu­nity,” “development,” and “State subsidiarity”. In this regard, this paper analyzes, on the one hand, the characteristics of Catholic officers and the developers who were recruited. On the other hand, it studies the main policies promoted in the different areas of the ministry: Social Security, Housing, Public Health, and Community Assistance and Promotion. The article shows that “communitarianism” worked as a para­digm for intervention when the policies of all the areas of the government agency being studied were designed and implemented. Este artículo busca dar cuenta de los objetivos, las discusiones, los actores y las políticas en torno a la creación del Ministerio de Bienestar Social durante el gobierno dictatorial de Juan Carlos Onganía (1966-1970). Bajo el amplio concepto de “bienestar social” fueron englobadas diferentes áreas de la política pública que comenzaron a orientar su intervención en función de los conceptos de “comunidad”, “desarro­llo” y “subsidiariedad del Estado”. En este sentido, el trabajo analiza, por un lado, las características de los funcionarios católicos y desarrollistas que fueron reclutados. Por otro lado, estudia las principales polí­ticas impulsadas en las diferentes áreas del ministerio: Seguridad Social, Vivienda, Salud Pública, y Promo­ción y Asistencia de la Comunidad. Así, el artículo muestra que el “comunitarismo” funcionó como un paradigma de intervención a la hora de proyectar e implementar las políticas de todas las áreas de la agencia estatal estudiada.
