| Sumario: | The purpose of this article is to account for the objectives, discussions, players, and policies related to the creation of the Ministry of Social Welfare during the dictatorial government of Juan Carlos Onganía (1966-1970). The broad concept of “social welfare” included different areas of public policy which began to guide the intervention based on the concepts of “community,” “development,” and “State subsidiarity”. In this regard, this paper analyzes, on the one hand, the characteristics of Catholic officers and the developers who were recruited. On the other hand, it studies the main policies promoted in the different areas of the ministry: Social Security, Housing, Public Health, and Community Assistance and Promotion. The article shows that “communitarianism” worked as a paradigm for intervention when the policies of all the areas of the government agency being studied were designed and implemented. |
