In particular, the case of the implementation of a National System of Attention in Uruguay is an example of articulation of different political forces, implementation of social policies and articulation of business figures with common interests. Care systems can be considered social problems to be prioritized by government public policies. A possible agenda results from the agreements and fluctuations that each of the forces or currents put into play when windows of opportunity are generated. The headquarters of the Ministry of Social Development, the result of the reforms of the Uruguayan state, proposes an institutional scenario for the realization of an agenda of prioritized problems. The context of social democracy and the continuity of progressive governments provide ideological political elements as a current that influences this multiple framework. El  análisis desde la perspectiva de las corrientes múltiples es  útil para contextualizar problemas de agenda en políticas públicas. En particular el caso de la implementación de un Sistema Nacional de Cuidados en Uruguay  es un ejemplo de articulación de diferentes fuerzas políticas, implementación de políticas sociales y articulación de figuras emprendedoras con intereses comunes. Los sistemas de cuidados pueden ser considerados problemáticas  sociales a ser priorizados por las políticas públicas de los gobiernos. Una posible agenda resulta de los acuerdos y vaivenes que cada una de la fuerzas o corrientes ponen en juego cuando se generan ventanas de oportunidad. El lugar del Ministerio de Desarrollo Social, resultado  de reformas del estado uruguayo propone un escenario institucional para la concreción de agenda de problemas priorizados. El contexto de democracia social, y la continuidad de gobiernos progresistas, aportan elementos político ideológicos como una corriente más que influye en este marco múltiple. A análise da perspectiva de iniciativas múltiplas é útil para contextualizar os problemas da agenda nas políticas públicas. Em particular, o caso da implementação de um Sistema Nacional de Cuidados no Uruguai é um exemplo de articulação de diferentes forças políticas, a implementação de políticas sociais e articulação de sujeitos empreendedores cominteresses comuns. Os sistemas de cuidados podem ser considerados problemáticas sociais a serem priorizadas pelas políticas públicas dos governos. Uma agenda possível decorre dos acordos e altos e baixos que cada uma das forças ou correntes gera quando aparecem janelas de oportunidade. O papel do Ministério do Desenvolvimento Social, produto das reformas do Estado uruguaio, propõe um quadro institucional para a concretização da agenda de problemas priorizados. O contexto da democracia social e a continuidade de governos progressistas contribuem com elementos políticos ideológicos como mais uma corrente que influencia esse quadro múltiplo.
