Sumario:The analysis from the perspective of multiple flows is useful for contextualizing agenda problems in public policies. In particular, the case of the implementation of a National System of Attention in Uruguay is an example of articulation of different political forces, implementation of social policies and articulation of business figures with common interests. Care systems can be considered social problems to be prioritized by government public policies. A possible agenda results from the agreements and fluctuations that each of the forces or currents put into play when windows of opportunity are generated. The headquarters of the Ministry of Social Development, the result of the reforms of the Uruguayan state, proposes an institutional scenario for the realization of an agenda of prioritized problems. The context of social democracy and the continuity of progressive governments provide ideological political elements as a current that influences this multiple framework.
