The hydro resource is especially considered, without loss of generality in the concepts exposed along the work, because the plants must be installed in the place where the hydro resource is located. For this objective, is introduced a Virtual Production Function, with virtual imputs and outputs, in a DEA Model.Wich efficiencies will allow to obtain a vector of factors, that change the access network fees in the direction of desired incentives. In this way, the hydroelectric plants will have lowers access fees respect to their originals costs. An application on a real transmission system is finally presented. En el presente trabajo se describe un Modelo para incentivar la participación de Generadores cuyas Fuentes Primarias de Energía son Renovables, en un Sistema de Transmisión Eléctrica. Se considera especialmente el recurso hidroeléctrico, sin pérdida de generalidad, que requiere del emplazamiento de las unidades de generación donde el recurso está localizado geográficamente. Para ello, se propone una Función Virtual de Producción, cuyos insumos y productos virtuales resultan apropiados conforme el objetivo pretendido. Su tratamiento comparativo se continúa con un Modelo DEA, que arroja eficiencias tales que permiten obtener factores de afectación aplicables a los Cargos de Acceso a las Redes de Transmisión, incentivando, con menores costos, a las unidades hidroeléctricas. Se presentan resultados en un sistema real de transmisión.
