description The Faculty of Agronomy at the National University of La Pampa has a history of over 60 years. In 2019, it initiated a strategic, forward-looking, and participatory planning process, incorporating perspectives from all sectors of the institution. An initial version was developed, which included a consensus on institutional values, the desired long-term model, a forward-looking diagnosis, proposed improvement objectives for 2030 and 2040, and guidelines for short, medium, and long-term actions. After five years, with changes in institutional leadership, there is a need to assess the degree of implementation and adoption of this plan. The objective of this study is to analyze the strategic and forward-looking planning process of the Faculty of Agronomy at UNLPam and propose a surveillance model. This model should allow for proactive monitoring of progress and provide information to enhance decision-making processes. Three dimensions of monitoring indicators are proposed: a) regarding problematic areas identified by the FAUNLPam community; b) concerning the 2040 and 2030 consensus objectives; and c) related to the level of adoption and use of the plan. The suggested indicators are linked to the nature of the central variables of problematic areas and objectives. In some cases, there is existing data to establish a baseline and monitor changes over time. In other cases, data may be scarce, requiring the collection of quantitative and qualitative information for calculation and interpretation. Implementing a surveillance process involves measuring, reflecting, and proactively anticipating possible deviations within the framework of the planned objectives. It's a way to ensure that the strategic plan remains relevant and adaptable to changing circumstances while maintaining the long-term vision of the institution.

La Facultad de Agronomía de la Universidad Nacional de La Pampa tiene más de 60 años de historia. En el año 2019 comenzó un proceso de planificación estratégico, prospectivo y participativo, complementando las perspectivas de todos los claustros y sectores. Se construyó una primera versión, con el consenso de valores institucionales, modelo deseado de largo plazo, diagnóstico prospectivo, propuesta de objetivos de mejora a 2030 y 2040 y lineamientos de acción de corto, mediano y largo plazo. Luego de cinco años de existencia, con cambios de gobierno institucional, surge como necesario analizar su grado de aplicación y apropiación. El objetivo del presente trabajo es analizar el proceso de planificación estratégica-prospectiva de la Facultad de Agronomía UNLPam y proponer un modelo de vigilancia. Este modelo debe permitir monitorear prospectivamente el avance y generar información para mejorar los procesos de toma de decisiones. Se proponen tres dimensiones de análisis de indicadores de monitoreo: a) de los nodos problemáticos detectados por la comunidad de la FAUNLPam; b) de los objetivos a 2040 y 2030 consensuados y; c) del grado de apropiación y utilización del Plan. Los indicadores propuestos se relacionan con la naturaleza de las variables centrales de los nodos problemáticos y los objetivos, en algunos casos existen datos para confeccionar una línea de base y vigilar la evolución en el tiempo; en otros, las mediciones son escasas y hay que avanzar en la generación de datos cuantitativos y cualitativos para su cálculo e interpretación. Llevar adelante un proceso de vigilancia implica medir, reflexionar y anticiparse propositivamente, en el marco de lo planificado, a posibles desvíos. A Faculdade de Agronomia da Universidade Nacional de La Pampa tem mais de 60 anos de história. Em 2019, iniciou-se um processo de planejamento estratégico, prospectivo e participativo, complementando as perspectivas de todos os docentes e setores. Foi construída uma primeira versão, com o consenso de valores institucionais, modelo de longo prazo desejado, diagnóstico prospectivo, proposta de objetivos de melhoria para 2030 e 2040 e diretrizes de ação de curto, médio e longo prazo. Após cinco anos de existência, com mudanças na governança institucional, é necessário analisar o seu grau de aplicação e apropriação. O objetivo deste trabalho é analisar o processo de planejamento estratégico-prospectivo da Faculdade de Agronomia da UNLPam e propor um modelo de vigilância. Este modelo deverá permitir a monitorização prospectiva do progresso e a geração de informações para melhorar os processos de tomada de decisão. São propostas três dimensões de análise dos indicadores de monitorização: a) dos nós problemáticos detectados pela comunidade FAUNLPam; b) os objetivos acordados para 2040 e 2030 e; c) o grau de apropriação e utilização do Plano. Os indicadores propostos estão relacionados com a natureza das variáveis ​​centrais dos nós problemáticos e dos objetivos, em alguns casos existem dados para preparar uma linha de base e monitorizar a evolução ao longo do tempo; Noutros, as medições são escassas e devem ser feitos progressos na geração de dados quantitativos e qualitativos para cálculo e interpretação.
