For this purpose, the case study methodology is used, which consists of a contextualized analysis of the political, social and technological environment in Costa Rica, which helps to understand the reasons that led to the creation of UPAD, as well as the factors that contributed to the privacy issues. Likewise, the ethical and technological challenges posed by the massive use of data in the Public Administration are explored, such as privacy, security and equity, as well as the importance of choosing the appropriate technology to guarantee ethical data management. The article concludes with a series of proposals that include the promotion of transparency, the inclusion of consultation mechanisms, citizen feedback and the formation of interdisciplinary teams in order to prevent errors and improve the potential of data analysis technology in the public administration. Este artículo reflexiona sobre la creación de la Unidad Presidencial de Análisis de Datos (UPAD) en Costa Rica y su impacto en la privacidad y autonomía de los ciudadanos. Con este propósito se emplea la metodología de estudio de caso, la cual consiste en un análisis contextualizado del entorno político, social y tecnológico en Costa Rica, lo que ayuda a comprender las razones que llevaron a la creación de la UPAD, así como los factores que contribuyeron a los problemas de privacidad. Igualmente, se exploran los desafíos éticos y tecnológicos que plantea el uso masivo de datos en la Administración Pública, como la privacidad, la seguridad y la equidad, así como la importancia de elegir la tecnología adecuada para garantizar una gestión ética de los datos. El artículo concluye con una serie de propuestas que incluyen la promoción de la transparencia, la inclusión de mecanismos de consulta, la retroalimentación ciudadana y la formación de equipos interdisciplinarios con tal de prevenir errores y mejorar el potencial de la tecnología de análisis de datos en la Administración Pública.
