In this study, the two national lobby associations, the Chilean Association of Municipalities and the Association of Municipalities of Chile, are not considered. The study was carried out between September 2019 and April 2020, in an unusual Chilean context, considering the social outbreak and the epidemiological pandemic.In this article, although the advances in relation to law 20,527 of 2011 that modified the Organic Constitutional Law of Municipalities are highlighted, providing legal support to the associations, there are still shortcomings that prevent their institutional strengthening, their financing and their recognition as valid interlocutors. Este artículo presenta los resultados de una investigación que aplicó metodologías cuantitativas y cualitativas con el fin de analizar las fortalezas y problemáticas de las asociaciones municipales chilenas -territoriales y temáticas- frente a los temas emergentes y sus desafíos de organización interna, asociativismo y planificación; sus relaciones intergubernamentales; y sus buenas prácticas. En el presente estudio no se consideran las dos asociaciones nacionales de lobby, la Asociación Chilena de Municipalidades y la Asociación de Municipalidades de Chile. El estudio se realizó entre septiembre de 2019 y abril de 2020, en un contexto inusual de Chile, considerando el estallido social y la pandemia epidemiológica. En este artículo, si bien se destacan los avances en relación con la ley 20.527 de 2011 que modificó la Ley Orgánica Constitucional de Municipalidades, entregando respaldo jurídico a las asociaciones existen aún falencias que impiden su fortalecimiento institucional, su financiamiento y su reconocimiento como interlocutoras válidas.
