Sumario:This article presents the results of an investigation that applied quantitative and qualitative methodologies in order to analyze the strengths and problems of Chilean municipal associations -territorial and thematic- facing emerging issues and their challenges of internal organization, associativism and planning; its intergovernmental relations; and its good practices. In this study, the two national lobby associations, the Chilean Association of Municipalities and the Association of Municipalities of Chile, are not considered. The study was carried out between September 2019 and April 2020, in an unusual Chilean context, considering the social outbreak and the epidemiological pandemic.In this article, although the advances in relation to law 20,527 of 2011 that modified the Organic Constitutional Law of Municipalities are highlighted, providing legal support to the associations, there are still shortcomings that prevent their institutional strengthening, their financing and their recognition as valid interlocutors.
