This paper aims to analyze the most recent document of the Brazilian National Science, Technology and Innovation Strategy (ENCTI) in order to identify guidelines related to the diffusion of innovations in the national economy. We argue that government institutions can adopt policies that explicitly promote diffusion, among which the promotion of a technical support system can be decisive for innovations to propagate more widely in the economy. From the review of the theoretical literature on diffusion, in which the perspective of information diffusion and the evolutionary perspective were considered, the meaning of government intervention was presented, as well as the role of the institutions in the promotion of diffusion. In the assessment of the official ENCTI document, in general, we note that topics explicitly related to diffusion have been neglected in the ST&I policy agenda. However, by interpreting diffusion as a broad process, as introduced by the evolutionary perspective, policy for diffusion can be identified in conjunction with that of innovation. The main guidelines of ENCTI that indirectly affect diffusion are those focused on the creation of technical capacities for the autonomous development of innovations, such as the promotion of R&D and training of human resources. The guidelines that can be interpreted with a direct approach to diffusion are related to the strengthening of the institutions related to the network of technical support to the companies, like the technological extension. |

Este artículo tiene como objetivo analizar el documento más reciente de la Estrategia Nacional Brasileña de Ciencia, Tecnología e Innovación (ENCTI) con el fin de identificar los lineamientos relacionados con la promoción de la difusión de las innovaciones en la economía nacional. Argumentamos que las instituciones gubernamentales pueden adoptar políticas que promuevan explícitamente la difusión, entre las cuales la promoción de un sistema de apoyo técnico puede ser decisiva para que las innovaciones se extiendan más ampliamente en la economía. A partir de la revisión de la literatura teórica sobre difusión, en la que se consideró la perspectiva de la difusión de la información y la perspectiva evolutiva, se presentó el sentido de la intervención gubernamental, así como el papel de las instituciones para la promoción de la difusión. En la revisión del documento oficial de ENCTI, en general, observamos que los temas explícitamente relacionados con la difusión han sido descuidados de la agenda política de ciencia, tecnología e innovación. Sin embargo, interpretando la difusión como un proceso amplio, introducido por la perspectiva evolutiva, la política de difusión puede identificarse con la de innovación. Las principales directrices de la ENCTI que afectan a la difusión son las destinadas a la creación de capacidades técnicas para el desarrollo autónomo de innovaciones, como el fomento de la I+D y la formación de recursos humanos. Las directrices que pueden ser interpretadas con un enfoque directo de difusión están relacionadas con el fortalecimiento de las instituciones relacionadas con la red de apoyo técnico a las empresas. Este artigo tem como objetivo analisar o documento mais recente da Estratégia Nacional de Ciência, Tecnologia e Inovação (ENCTI) brasileira com vistas a identificar diretrizes relacionadas à promoção da difusão de inovações na economia nacional. Argumentamos que as instituições governamentais podem adotar políticas que promovam explicitamente a difusão, dentre as quais o fomento de um sistema de apoio técnico pode ser decisivo para que as inovações se propaguem de maneira mais ampla na economia. A partir da revisão da literatura teórica sobre a difusão, na qual foram consideradas a perspectiva da difusão de informações e a perspectiva evolucionária, apresentou-se o sentido da intervenção governamental, bem como o papel das instituições para a promoção da difusão. Na revisão do documento oficial da ENCTI, de forma geral, observamos que tópicos explicitamente relacionados à difusão têm sido negligenciados da agenda de política de ciência, tecnologia e inovação. Entretanto, interpretando a difusão como um processo amplo, tal como introduzido pela perspectiva evolucionária, a política para difusão pode ser identificada em conjunção com a de inovação. As principais diretrizes da ENCTI que afetam a difusão são aquelas voltadas para a criação de capacidades técnicas para o desenvolvimento autônomo de inovações, como o fomento à P&D e formação de recursos humanos.
