description The historical analysis of human rights, show the important role they play in (re) building linkages between the State and civil society, particularly in circumstances that followed socio-political cleavage periods which deepened situations of inequality. The first fifteen years of this century were focused on repairing wounds inflicted during the neoliberal decade, through recognition of rights. Political, media and legal discourse have made an intensive use of terms associated with human rights language such as inclusion, participation, gender, among other similar ones. However, this was not a merely discursive issue since public social policies showed interest in the construction of youth as a subject of rights. Therefore, rights approach —viewed as a theoretical perspective of social sciences— is appropriate to mention issues involving rights which have been incorporated, as well as those which still remain to be included. On this basis, the possibility of granting greater autonomy —through empowerment— for youth groups, and removing assistance aspects in State actions. From this approach, the article analyzes design aspects linked to three social programs. One of them —named Programa de Respaldo a Estudiantes Argentinos (PROGRESAR) — was implemented at the national level and two other Programs carried out in San Luis Province: “Plan de Inclusión Social Trabajo por San Luis” (PISTS) and “ Plan de Inclusión Educativa” (PIE). In this regard, it seeks to make a contribution to the construction of a youth and social policies field study within the country, since reports concerning research in this thematic area are lacking.

Los derechos humanos, en su análisis histórico, muestran un importante papel en la (re) construcción de los vínculos entre la sociedad civil y el Estado en circunstancias posteriores las cuales fueron precedidas por momentos de clivaje socio-político que agudizaron situaciones de desigualdad. Los primeros quince años del Siglo XXI pusieron el eje en la reparación de las lesiones de la década neoliberal por medio del reconocimiento de derechos. El discurso político, mediático y jurídico realizó un uso profuso de términos asociados al lenguaje de los derechos humanos tales como inclusión; participación; género, entre otros de corte similar. Aunque ello no se limitó a una cuestión discursiva pues las políticas sociales –objetivadas en programas- mostraron el interés estatal en la construcción de las juventudes como sujeto de derechos. Allí el enfoque de derechos –como perspectiva teórica de las ciencias sociales- resulta apropiado para mencionar los elementos los cuales han sido incorporados e involucran a los derechos y aquellos los cuales aun resta incorporar. A partir de ello, la posibilidad de otorgar mayor autonomía –por medio del empoderamiento- al colectivo juvenil y eliminar aspectos asistenciales en las acciones estatales. En el artículo se realiza un análisis –desde aquel enfoque- de aspectos ligados al diseño de tres programas sociales. Uno de ellos implementado a nivel nacional –el Programa de Respaldo a Estudiantes Argentinos (PROGRESAR)- y otros dos correspondientes a la Provincia de San Luis: el Plan de Inclusión Social Trabajo por San Luis (PISTS) y el Plan de Inclusión Educativa (PIE). En tal sentido, se busca contribuir a la construcción del campo de estudios de las juventudes y las políticas sociales en el interior del país pues los informes sobre investigaciones en dicha área advierten acerca de la vacancia temática.
