description The COVID-19 pandemic encourages communication between governments and citizens through digital platforms, this as an alternative to disseminate information about programs, public policies, and strategies amid isolation and social distancing. In this context, the present research analyzes the case of the Nuevo León government state (GENL) during March 2020, it is focusing on the use of Facebook as the main communication platform through social digital networks (RSD). Among the findings are: the outdated Citizen Participation Law (LPC), where the means and formats of communication between government and citizens needs to be diversified and expanded, the novelty of using virtual spaces to establish communication, the development of strategies based on interaction formats (reaction, comment, and share), the identifying unforeseen situations in the "norms" of governmental communication and, the importance of recognizing inequalities. The conclusion is the recognition of citizen participation in the digital era, this highlights the capacity of social networks as a venue to connect and strengthen the government-citizen bond and also, it emphasizes the need to generate bidirectional communication to improve the construction of public policies.

La pandemia de COVID-19 incita la comunicación entre los gobiernos y la ciudadanía bajo plataformas digitales como alternativa para difundir información sobre programas, políticas públicas y estrategias desde el aislamiento y el distanciamiento social. En este contexto, la presente investigación analiza el caso del Gobierno del Estado de Nuevo León (GENL) durante el mes de marzo del 2020, concentrándose en el uso de Facebook como la plataforma principal de comunicación a través de las redes socio digitales (RSD). Entre los hallazgos se encuentran: la desactualización de la Ley de Participación Ciudadana (LPC), donde se diversifiquen y amplíen los medios y formatos de comunicación entre gobierno y ciudadanía, la novedad de utilizar espacios virtuales para establecer comunicación, el desarrollo de estrategias basadas en formatos de interacción (reacción, comentario y compartir)  y en identificar situaciones no previstas en las "normas" de comunicación gubernamental, la importancia de reconocer las desigualdades. Se concluye con el reconocimiento de la participación ciudadana en la era digital, y se destaca la capacidad de las redes sociales como escenario para conectar y afianzar el vínculo gobierno-ciudadano e, igualmente, se enfatiza la necesidad de generar una comunicación bidireccional para mejorar la construcción de políticas públicas. A pandemia de COVID-19 incentiva a comunicação entre os governos e a cidadania por meio de plataformas digitais como alternativa para difundir informações sobre programas, políticas públicas e estratégias desde o isolamento e o distanciamento social. Nesse contexto, a presente pesquisa analisa o caso do Governo do Estado de Nuevo León (GENL) durante o mês de março de 2020, concentrando-se no uso do Facebook como a principal plataforma de comunicação através das redes sociais digitais (RSD). Entre os achados estão: a desatualização da Lei de Participação Cidadã (LPC), onde se diversificam e ampliam os meios e formatos de comunicação entre governo e cidadania, a novidade de utilizar espaços virtuais para estabelecer comunicação, o desenvolvimento de estratégias baseadas em formatos de interação (reação, comentário e compartilhamento) e em identificar situações não previstas nas "normas" de comunicação governamental, a importância de reconhecer as desigualdades. Conclui-se com o reconhecimento da participação cidadã na era digital, e destaca-se a capacidade das redes sociais como cenário para conectar e fortalecer o vínculo governo-cidadão e, igualmente, enfatiza-se a necessidade de gerar uma comunicação bidirecional para melhorar a construção de políticas públicas.
