Sumario:The COVID-19 pandemic encourages communication between governments and citizens through digital platforms, this as an alternative to disseminate information about programs, public policies, and strategies amid isolation and social distancing. In this context, the present research analyzes the case of the Nuevo León government state (GENL) during March 2020, it is focusing on the use of Facebook as the main communication platform through social digital networks (RSD). Among the findings are: the outdated Citizen Participation Law (LPC), where the means and formats of communication between government and citizens needs to be diversified and expanded, the novelty of using virtual spaces to establish communication, the development of strategies based on interaction formats (reaction, comment, and share), the identifying unforeseen situations in the "norms" of governmental communication and, the importance of recognizing inequalities. The conclusion is the recognition of citizen participation in the digital era, this highlights the capacity of social networks as a venue to connect and strengthen the government-citizen bond and also, it emphasizes the need to generate bidirectional communication to improve the construction of public policies.
