The institutional design of this policy is described, considering the different participatory stages and the predominance of certain axis of intervention on the public space. Also, the article studies how those social representations are inscribed in urban policies consistent with real-existing neoliberalism. To understand this significance processes, a quantitative and qualitative approach was developed, comparing the 780 platform proposals belonging to the north and south zones of Buenos Aires city. The analysis showed, on the first place, that meanings present in the proposals elaborate different types of spatiality, among which neighborhood, excluding and innovative space stand out. On the second place, both zones tend to share similar nucleus of meaning in relation to public space. On the third place, social representations were similar to BA Elige prescriptions. The meaning effects of the platform were framed on a socialization process that refers to State’s capacity to sediment representations on the demand public space, which are related to neoliberal urbanism.
