Con tal fin, repasa el desarrollo jurisprudencial de la CIJ en materia de obligaciones erga omnes, identifica las consecuencias de estas obligaciones en lo referente a la invocación de la responsabilidad internacional por su violación, estudia los diferentes casos en que los Estados actores fundaron su ius standi exclusivamente en ese carácter de las obligaciones violadas y realiza algunas reflexiones al respecto. The article analyzes the jurisprudence of the ICJ on standing to claim for breaches of obligations erga omnes and erga omnes partes, with a view to specifying whether an actio popularis is being formed, as a form of judicial protection of the fundamental values of the international community. To this end, it reviews the jurisprudential development of the ICJ about obligations erga omnes, it identifies the consequences of these obligations with regard to the invocation of international responsibility for their breach, it studies the different cases in which the Applicant States based their jus standi exclusively on the nature of the obligations breached, and makes some reflections on the matter.
