| Sumario: | This article presents an analysis of the process of implementing innovation policies in three Brazilian public universities. Interviews were conducted with innovation managers from three universities in the country, identifying how the process developed, what the main challenges were, and the opportunities for the implementation of innovation policies in these institutions. The results indicated that this is a complex and multifaceted process, which involves the integration of different areas and institutional actors. Among the main challenges found are the lack of financial and human resources, the lack of alignment with government policies, and institutional bureaucracy. However, opportunities to strengthen the culture of innovation in these institutions were also identified, such as the creation of incentive mechanisms for innovation, the formation of partnerships with companies and research institutions, and the approximation with society through technology transfer and entrepreneurship. We conclude, therefore, that the implementation of innovation policies in Brazilian public universities is a challenging process, but one that can bring important benefits for the social and economic development of the country. For this, it is necessary to strengthen dialogue and cooperation among the institutional actors involved, as well as the creation of favorable conditions for the promotion of a culture of innovation in these institutions. |
