EL CASO DEL ESTADO DE MICHOACÁN: PRIORIDAD PARA EL PATRIMONIO DOCUMENTAL Y PUERTA PARA LOS ACERVOS-TERRUÑO Bernal Astorga, Yaminel The municipal Archives are the key to the archival development and consolidation of document management in the public administration of Mexico, particularly, because it has just over 2450 municipalities, and barely exceeds the 1000 historical records identified within this area. In addition to this, it is necessary to consider the collections stored in the small towns known as “tenencias”, which depend on the municipalities and, generally, are blurred; therefore, the questions that emerge are how to link the emerging legal frameworks to local contexts with such particular characteristics? How to work the terruño-collections not only from the archival methodology, also in terms of custom-uses, as well as the lack of administrative and resources of these places? In order to address these questions, the situation of the last 20 years in the state of Michoacán is used as a starting point as a reflection of what happens in the national territory; thus, in the first part we approach the general panorama, while the second section focuses on our case study: the tenencias. It is worth mentioning that the category will be analyzed in the process: terruño-collections. Keywords Municipal archives, documentary heritage, tenencia, terruño Los Archivos municipales son la clave para el desarrollo archivístico y consolidación de la gestión documental en la administración pública de México, particularmente, porque cuenta con poco más de 2450 municipios, y apenas se rebasa los 1000 Archivos históricos identificados dentro de este rubro. Aunado a ello, es necesario considerar los acervos que se resguardan en las pequeñas localidades conocidas como tenencias, que dependen de los municipios y, generalmente, quedan desdibujadas; por ello, las interrogantes que emergen residen en ¿cómo vincular los marcos legales emergentes a contextos locales con características tan particulares?, ¿cómo trabajar el acervo-terruño no sólo desde la metodología archivística, también en cuanto a usos-costumbres, así como la carencia administrativa y el limitado recurso de estos lugares? Para tratar de abonar a estos cuestionamientos se toma como punto de partida la situación de los últimos 20 años en el estado de Michoacán, a manera de espejo-reflejo de lo que acontece en o el territorio nacional; así, en la primera parte abordamos el panorama general, en tanto que el segundo apartado se centra en nuestro estudio de caso: las tenencias.
