Sumario:This article presents the actions and commitments of the negotiations of the Paraguay Opened Government called or the Electronic Government, initiative of the governments of several conditions that promote the transparency, the civil participation and the account surrender in the public administration. Inside these three props it is highlighted to the information and his management, besides the use of the Technologies of the Information and Communications (Tics). The predominant paper of the Archivist is analyzed as Manager of the Information and still known for these organisms, of the managing of these documentations and his organization to facilitate and to accelerate the processes in order the satisfaction of the users. Information was compiled across bibliographical sources and statistical information on the civil consultations that demonstrate the importance of the demand of information in several sectors and the organization of this opportune and agile documentation. In agreement to the bibliographical realized review, has been observed that up to today national Paraguay meets in an initial basic situation big improvements that the State must apply to the whole process of modernization in the access to the public information, while worldwide, still it occupies a place removed in comparison to other South American countries for what it has come near to the following conclusion, the importance in the management of the archivist inside the documentary organization.   Keywords: Open Government; Electronic Government; Access to public information; Information and Communications Technologies; Archivist.
