The Argentine Republic has had the good fortune to count among its great presidents the immortal Sarmiento, whose great and pure love for his country, indicated to him that the best path for the Republic to follow in its evolution would be that in which it could raise as far as possible the general intellectual level of its population, either by establishing a vast and free primary education, and consequently secondary and university education, or by encouraging the systematic promotion of a scientific investigation of nature, and especially of the conditions of its soil, its flora and fauna, as well as its minerals. Hace veintiocho años que mis estudios predilectos en química, tanto analítica como sintética, versan sobre el petróleo, y especialmente sobre d petróleo argentino. La República Argentina ha tenido la suerte de contar entre sus grandes presidentes al inmortal Sarmiento, cuyo grande y puro amor a la patria, le indicó como el mejor camino que la República tendría que seguir en su evolución sería aquel en el cual pudiera levantar en lo posible el nivel intelectual general de su población, ya estableciendo una educación primaria vastísima y gratuita, y en consecuencia secundaria y universitaria, ya impulsando el fomento sistemático de una investigación científica de la naturaleza, y especialmente de las condiciones de su suelo, de su flora y de su fauna, como asimismo de sus minerales.
