description This article proposes to identify the various actors involved in the artistic-cultural development of Tandil, a medium-sized city in the Province of Buenos Aires, in the period 2009-2015, taking as a case study the Audiovisual Communication Services Law, the Puntos de Cultura Program and the consolidation of the Espacio INCAA Tandil. Considering the national cultural policy implemented in the municipality of Tandil will allow us to analyze the actions developed in the territory, recognizing the dynamics of articulation, confrontation and negotiation existing between the different levels of government, the local actors of the artistic/cultural sector and the emerging institution in terms of management in the field, such as the National University of the Center of the Province of Buenos Aires (UNICEN). From the selected cases, sectorial disputes in the local territory will be identified, as well as alliances and shared work in order to promote municipal cultural development. The Audiovisual Communication Services Law in Tandil represented a joint effort between the national government, civil organizations and UNICEN. The Programa Puntos de Cultura, implemented in the city, was a national subsidy aimed at strengthening self-managed practices of historical/heritage preservation and promotion that had been neglected by the municipal government. Finally, the Espacio INCAA Tandil was the result of an agreement between UNICEN and Espacio Instituto Nacional de Cine y Artes Audiovisuales, which later received financial and logistical support from the Municipality of Tandil. The hypothesis that guides this research assumes that UNICEN played a key role in the cultural development of Tandil between 2009-2015, from the promotion and implementation of national cultural policies, the collaboration with self-managed organizations and a shared work with the municipal government between 2009-2015.

El presente artículo propone identificar los diversos actores que intervinieron en el desarrollo artístico-cultural de Tandil, ciudad media de la Provincia de Buenos Aires, en el período 2009-2015, tomando como caso de estudio la Ley de Servicios de Comunicación Audiovisual, el Programa Puntos de Cultura y la consolidación del Espacio INCAA Tandil. Considerar la política cultural nacional implementada en el municipio de Tandil permitirá analizar las acciones desarrolladas en el territorio, reconociendo las dinámicas de articulación, confrontación y negociación existentes entre los distintos niveles de gobierno, los actores locales del sector artístico/cultural y la institución emergente en materia de gestión en el campo, como es la Universidad Nacional del Centro de la Provincia de Buenos Aires (UNICEN). A partir de los casos seleccionados, se identificarán tanto las disputas sectoriales en el territorio local, como así también, las alianzas y los trabajos compartidos en pos de promocionar el desarrollo cultural municipal. La Ley de Servicios de Comunicación Audiovisual en Tandil, representó un esfuerzo mancomunado entre el gobierno nacional, organizaciones civiles y la UNICEN. El Programa Puntos de Cultura implementado en la ciudad, fue un subsidio nacional destinado a potenciar las prácticas autogestivas de resguardo y promoción histórico/patrimonial que habían sido relegadas por el gobierno municipal. Finalmente, el Espacio INCAA Tandil, resultó del convenio entre UNICEN y Espacio Instituto Nacional de Cine y Artes Audiovisuales, que más tarde, contó con el apoyo financiero y logístico del Municipio de Tandil. La hipótesis que guía esta investigación asume que la UNICEN cumplió un rol primordial en el desarrollo cultural de Tandil entre los años 2009-2015, a partir de la promoción e implementación de políticas culturales nacionales, la colaboración con organizaciones autogestivas y un trabajo compartido con el gobierno municipal entre los años 2009-2015. Este artigo se propõe identificar os diversos atores que intervieram no desenvolvimento artístico-cultural de Tandil, cidade de médio porte da Província de Buenos Aires, no período 2009-2015, tomando como estudo de caso a Lei de Servicios de Comunicación Audiovisual, o Programa Puntos de Cultura e a consolidação do Espacio INCAA Tandil. Considerar a política cultural nacional implementada no município de Tandil permitirá analisar as ações desenvolvidas no território, reconhecendo as dinâmicas de articulação, enfrentamento e negociação existentes entre os diferentes níveis de governo, atores locais do meio artístico/cultural, e a instituição emergente em gestão no setor, como é a Universidade Nacional do Centro da Província de Buenos Aires (UNICEN). A partir dos casos selecionados, serão identificadas tanto as disputas setoriais no território local quanto as alianças e o trabalho compartilhado em busca da promoção do desenvolvimento cultural municipal. A Ley de Servicios de Comunicación Audiovisual em Tandil representou um esforço conjunto entre o governo nacional, organizações civis e a UNICEN. O Programa Puntos de Cultura implementado na cidade foi um subsídio nacional destinado a promover práticas autogestionárias de proteção e promoção histórico/patrimonial que vinham sendo relegadas pelo poder público municipal. Finalmente, o Espacio INCAA Tandil, resultou do convênio entre a UNICEN e o Espacio Instituto Nacional de Cine y Artes Audiovisuales, que posteriormente contou com o apoio financeiro e logístico do Municipio de Tandil. A hipótese que orienta esta pesquisa assume que a UNICEN desempenhou um papel fundamental no desenvolvimento cultural de Tandil entre os anos 2009-2015, com base na promoção e implementação de políticas culturais nacionais, colaboração com organizações autogestionárias e um trabalho compartilhado com o governo municipal entre os anos 2009-2015.
