| Sumario: | This article proposes to identify the various actors involved in the artistic-cultural development of Tandil, a medium-sized city in the Province of Buenos Aires, in the period 2009-2015, taking as a case study the Audiovisual Communication Services Law, the Puntos de Cultura Program and the consolidation of the Espacio INCAA Tandil.
Considering the national cultural policy implemented in the municipality of Tandil will allow us to analyze the actions developed in the territory, recognizing the dynamics of articulation, confrontation and negotiation existing between the different levels of government, the local actors of the artistic/cultural sector and the emerging institution in terms of management in the field, such as the National University of the Center of the Province of Buenos Aires (UNICEN).
From the selected cases, sectorial disputes in the local territory will be identified, as well as alliances and shared work in order to promote municipal cultural development. The Audiovisual Communication Services Law in Tandil represented a joint effort between the national government, civil organizations and UNICEN. The Programa Puntos de Cultura, implemented in the city, was a national subsidy aimed at strengthening self-managed practices of historical/heritage preservation and promotion that had been neglected by the municipal government. Finally, the Espacio INCAA Tandil was the result of an agreement between UNICEN and Espacio Instituto Nacional de Cine y Artes Audiovisuales, which later received financial and logistical support from the Municipality of Tandil.
The hypothesis that guides this research assumes that UNICEN played a key role in the cultural development of Tandil between 2009-2015, from the promotion and implementation of national cultural policies, the collaboration with self-managed organizations and a shared work with the municipal government between 2009-2015. |
