| Sumario: | This article briefly describes popular libraries in Argentina and public policies, focus of attention for its analysis, in the national order and in the province of Córdoba, from 2012 to 2015, in order to observe proximities and distances between them. The methodology used included an initial stage of bibliographic review that approached concepts on popular libraries and public policies, taking into account general and particular aspects. In a second stage, legal aspects associated with libraries, state and non-state organizations linked to them, and public policies generating programs, plans and projects were identified and characterized. As a result, the existence of differences between the policies studied was determined, according to their history, organizational structure, geographic coverage and the sources of funding that supported them. It is concluded that the alliances established between the State and civil society evidently drive public policies in this sector. |
