Sumario:The petitions to the National Constituent Assembly of 1949 were an institutional way for the opinions and demands of society to the State, at that time embodied in the Constitutional Convention, as well as social participation in a constitutional reform. The call had individual and collective contributions: political parties, unions, labor and neighborhood groups, civil associations and foundations, professionals, teachers and other workers.In a primary text, we analyzed the requests from a general and preliminary perspective, with special emphasis on the inclusion of the right to strike in the constitutional text. We found a large number of requests were coming from the province of Córdoba which we worked for this paper. We tried to respond these questions: what do the requests provide to think the reality of Cordoba at that time? What differences do we find at the institutional, constitutional, and legal level? How does the link between the people of Cordoba and the national state develop at the citizen level and the labor movement?
