In the meantime, there was an uninterrupted growth in size and the functions performed by the State. In this paper we approach this evolution with an analysis of public investments by the National Government, in two critical areas for that period: railways and water and drainage works, both of which resulted in the formation of the first autonomous national public entities and marked de beginnings of the public enterprise in the twentieth century Argentina. We pretend to contribute, from a public finance approach, to the understanding of the conditions of emergence of the new Entrepreneur State, in a period of important changes in the political and the economic side. Entre 1900 y 1928, la economía argentina experimentó importantes transformaciones, que incluyeron un rápido crecimiento económico en los años previos a 1914, luego una fase contractiva y finalmente un nuevo crecimiento, más pausado pero de base más diversificada, en los años 20. Esta trayectoria se vio signada en todo caso por un dato que no experimentó desfallecimientos: el incesante crecimiento en el tamaño y las funciones del Estado. En este trabajo nos proponemos aproximarnos a esta evolución a través de un análisis de la inversión pública del Estado nacional, focalizada en dos áreas críticas para el período, las correspondientes a los Ferrocarriles del Estado y las Obras Sanitarias que, sobre todo, dieron lugar a la formación de dos entidades autárquicas que constituyeron el punto de partida de la empresa pública en la Argentina del siglo XX. Pretendemos aportar así, desde el ángulo de las finanzas públicas, al análisis de algunas de las condiciones que rodearon la gestación del nuevo "Estado empresario", en un período de importantes novedades políticas y económicas.
