To this end, it orders the defendant governments - national, provincial and autonomous city of Buenos Aires  - to its healthy value in conjunction with the Federal Council for the Environment (COFEMA), having to present a plan to clean up the basin , also to the companies of the place so that they present public information related to their productive processes, establishing a system of public hearings for citizen participation in it. This is how this institutional model of how to clean up the Matanza-Riachuelo watershed is structured, called “Comprehensive Environmental Sanitation Plan”(CESP) To control compliance with the same, a collegiate body was created, made up of neighborhood and environmental organizations - Fundación Ambiente y Recursos Naturales, Greenpeace, Cels, the La Boca Neighbors Commission and the Civil Association for Human Rights-  under the presidency of the Office of the National Ombudsman.It is the first sentence that is devoted to forming an environmental sanitation plan and it  have  ultimate control.

La Corte Suprema de Justicia de la Nación a través de la sentencia de 2008 ”Mendoza, Beatriz Silvia y otros c/ Estado Nacional y otros s/ daños y perjuicios (daños derivados de la contaminación ambiental del Río Matanza-Riachuelo)” se propone  por primera vez un plan de política pública en materia de saneamiento ambiental, en nuestro caso en estudio el de la cuenca hídrica Matanza-Riachuelo  Para ello conmina a los gobiernos demandados- gobierno nacional,  provincial y ciudad autónoma de Buenos Aires- a su puesta en valor saludable en conjunto con el Consejo Federal de Medio Ambiente (COFEMA)  debiendo presentar un plan de saneamiento de la cuenca, también a las empresas del lugar para que presenten información pública relativa a sus procesos productivos, estableciendo  al efecto un sistema de audiencias públicas para la participación ciudadana en él. Se estructura así ese modelo institucional de cómo sanear la cuenca hídrica Matanza-Riachuelo, denominado “Plan Integral de Saneamiento Ambiental” (PISA). Para controlar que se cumpla el mismo se creó un cuerpo colegiado, formado por organizaciones vecinales y ambientales - Fundación Ambiente y Recursos Naturales, Greenpeace, el Cels, la Comisión de Vecinos de La Boca y la Asociación Civil de Derechos Humanos- bajo la presidencia de la Defensoría del Pueblo de la Nación. Es la primera sentencia que se aboca a conformar un plan ambientalista de saneamiento y cuyo control último está en este organismo judicial.
