Sumario:This article aims to understand how participation is performed in Comunal Consultative Council of Buenos Aires City. To do so, I do not start with a previous definition on what participation is, nor I confine it to formal dimension of the Consultative Council. The explored perspective tries to understand how participation is produced in the relations and practices made by the actors that participate in the Consultative Council. While studying this institution, it becomes clear that its functioning is heavily related with relations that exist beyond the institution and before it. Therefore, I will diferenciate between the Consultative Council in the strict sense -formal/institutional- and the broad sense. To present this, I will analyze a struggle between the studied Consultative Council and the City’s Government. This approach was developed by doing ethnographic fieldwork between march 2016 and July 2017 in a Buenos Aires´Comune.
