Sumario:This article aims to analyze the promotion and regulation of cinema in the Brazilian federal scope from a historical overview when confronting the creation and dissolution of some institutions. Tangling the analytical assumptions of historical institutionalism, we use an exploratory methodology within an excerpt from the existing literature that addresses public policies for cinema. When debating the possible differences between government policies and state policies, we observe the fractures and ruptures of institutions and an incrementalist tendency in the last twenty years, being more accentuated in ANCINE (Agência Nacional de Cinema) years.
