The first part concerns the evolution of administrative resources, marking the differences between these and the appeals, and then we refer to general systems of administrative remedies and the implementation of administrative remedies specialized for particular subjects. Afterward, we analyze a special administrative challenge system, in particular: the administrative remedies in public procurement. To do this, we place a comment on Spanish legislation, since this is the best example of a system like the one presented in this paper, examining the most relevant aspects of the current regulatory system of Spanish resources in the subjects, such as their application field, the standing and the acts that can be challenged. It also deals with the study of the main characteristics of the organ responsible for hearing and resolving these resources and adopts all measures necessary to ensure the effectiveness of the remedy. Se analiza el régimen de recursos administrativos especiales en materia de contratos públicos. La primera parte refiere a la evolución de los recursos administrativos, marcando las diferencias entre estos y los recursos judiciales, para luego referir a los regímenes generales de los recursos administrativos y la implementación de los recursos administrativos especiales para determinadas materias. Luego, se analiza un sistema de impugnación administrativa especial en particular: el recurso administrativo en materia de contratación pública. Para ello, se realiza un comentario sobre la legislación española, por ser ésta el mejor ejemplo de un sistema como el que se presenta en este trabajo, examinando los aspectos más relevantes de la regulación actual del sistema de recursos español en la materia, tales como su ámbito objetivo, la legitimación activa y los actos que pueden ser recurridos. También se aborda el estudio de las características principales del órgano encargado de conocer y resolver dichos recursos y de adoptar todas aquellas medidas complementarias necesarias para garantizar la eficacia del recurso.
