El propósito de este artículo es estudiar desde el punto de vista jurídico el uso de la fuerza de los Estados contra grupos terroristas que operan desde el territorio de otro Estado y su efecto en el concepto de soberanía, en particular en el caso concreto de la llamada Operación Fénix, cumplida por Colombia en territorio ecuatoriano contra un campamento permanente de las Farc en ese territorio.
