No other event could offer such an occasion and symbolism as this almost miraculous event in which the peoples, invoking the protection of God, finally united in a fraternal embrace, having exhausted the fury and exhausted the veins of so much spilled blood, to dictate their supreme law, lowering the local banners, putting down the fratricidal weapons and sealing forever the indissoluble pact of the Argentine Nation. If for the notorious the historical fact is a perennial memory, for the transcendent it is a lesson of wisdom, a glorious mandate of illustrious dead. From the thunder and lightning of Caseros the miracle was to sprout; it is the Sinai of the homeland. The Constitution appears and in its presence anarchy falls silent and tyranny flees in terror; there is no longer any place for them; such is its virtue. A great people awaited it in the middle of the desert, having already crossed the red sea of the civil war, and upon receiving it in their arms, they made of it the Decalogue of their civilization. Such was then the will of the Argentine people, a will that we, already posterity, collect and abide by as a historical and sacred mandate. La Academia de Derecho celebra su Primer acto solemne y público, para conmemorar el más grande acontecimiento jurídico de nuestra historia; la sanción de la Constitución Nacional. Ningún hecho podría ofrecerle ocasión y simbolismo, como este casi milagroso en que los pueblos, invocando la protección de Dios, se unieron por fin en fraternal abrazo, agotado el encono y exhausas las venas de tanta sangre vertida, para dictar su ley suprema, arriando pendones lugareños, abatiendo las armas fraticidas y sellando para siempre el pacto indisoluble de la Nación Argentina. Si por lo notorio el hecho histórico es perenne recuerdo, por lo trascendente es lección de sabiduría, mandato glorioso de ilustres muertos. De los truenos y relámpagos de Caseros había de brotar el milagro; es el Sinai de la patria. La Constitución aparece y a su presencia enmudece la anarquía y la tiranía huye despavorida; ya no hay lugar para ellas; tal es su virtud. Un gran pueblo la esperaba en medio del desierto, traspuesto ya el mar rojo de la guerra civil, y al recibirla en sus brazos hizo de ella el Decálogo de su civilización. Tal fué entonces la voluntad del pueblo argentino, voluntad que nosotros, ya posteridad, recogemos y acatamos cual mandata histórico y sagrado.
