| Sumario: | After the military dictatorship (1976?1983), the neoliberal offensive in Argentina continued under the newly formed democracy. One of its expressions was the labour reform bills proposed by Alfonsín's administration during 1986. Such reform mainly sought to limit unions' right to strike and promote company-level bargaining. These elements added to the broader structural adjustment that had begun in 1985. Here, we analyze the characteristics of this reform and the way in which the government's discourse tried to make it compatible with the new democracy, and reconstruct the elements of the historical process, which led it to failure. Après la dictature militaire (1976?1983), l'offensive néolibérale en Argentine s'est poursuivie durant sous la nouvelle démocratie. Une de ses expressions était les projets de loi sur la réforme du travail proposés par l'administration du président Alfonsín en 1986. Cette réforme visait principalement à limiter le droit de grève des syndicats et à promouvoir la négociation au niveau de l'entreprise. Ces éléments s'ajoutaient à l'ajustement structurel plus ample qui avait commencé en 1985. Nous analysons ici les caractéristiques de cette réforme et la manière dont le discours du gouvernement a tenté de la rendre compatible avec la nouvelle démocratie, et reconstruisons les éléments du processus historique qui l'a conduit à l'échec. |
